On 25 November 2025, the Embassy of the Sovereign Order of Malta to Romania was honoured to attend the ceremony held in the Romanian Parliament marking 25 years since the establishment of the National Council for Studying the Securitate Archives (CNSAS), the institution entrusted with preserving and opening to the public the archives of the Departamentul Securității Statului—the former political police of the communist regime.The session was opened by the President of CNSAS, Mr Constantin Buchet, and included speeches by Former President Emil Constantinescu, who promulgated this landmark law for the CNSAS in 1999, as well as remarks from Mrs Niculina Moica, President of the Association of Former Political Prisoners of Romania (Asociaţia Foştilor Deţinuţi Politici din România). Messages were also conveyed on behalf of Romanian President Nicușor Dan and the Presidents of both Chambers of Parliament.After the ceremony, Ambassador of the Order of Malta to Romania, HE Roberto Musneci KM, stated: “I thank CNSAS President Buchet for the kind invitation today to this important event.” Adding, “Truth is undoubtedly a prerequisite for national reconciliation. The CNSAS Law has given citizens the right to access their personal files, becoming a crucial instrument for establishing historical truth and an essential foundation for national reconciliation.”
